The advantage of a temporary icerink is that it's cheaper than a permanent one and it can be quickly deployed where the required public services are available.
Building a temporary icerink is recommended if the area is used for some other purpose in summer, but in winter we would like to utilize it as an icerink without breaking up the surface.
The advantages of a permanent icerink in contrast to a temporary one are that it's cheaper to operate, it is more resistant against weather conditions, and it allows a longer active season. Its area (concrete surface) can still be used for other purposes when the icerink is out of operation (eg. football field, roller-skating, hospitality).
A permanent icerink is worthwhile to build if the primary goal is to utilize the area as an icerink in the long run, so the higher construction cost will return.
